There are three phases to the Online Program Perceiver Instrument (OPPI) process
DISCOVERY PHASE  
The Discovery Phase allows users the opportunity to take part in a self-evaluation of their online program by completing the OPPI rubric and then comparing their self-assessment results to survey results from the students, mentor/coaches and teachers in their online programs.
Self Assessment
The OPPI rubric details the eight core components and their supporting key elements. Users completing the rubric determine what level of program performance is being attained for each element: deficient, developing, proficient or exemplary.
Surveys
There are three individual OPPI surveys: for students, mentors/coaches and teachers. The twenty-one question surveys allow these three groups to respond anonymously to how well they perceive the key elements are being provided by the online program. They also provide the opportunity to provide comments/feedback for each of the component areas. Student surveys also collect demographic information.
OUTCOME PHASE  
The Outcome Phase provides users with results from the Discovery Process and offers direction to set goals for future growth and development.
The Self-Assessment Summary report details the level of program performance for each of the key elements within the eight components, as determined by the users completing the document. Each component would include an overall rating (see definitions).
Survey Summary
The composite results from the three OPPI surveys detail the perceptions of the user groups relating to the eight components. An overall rating is generated for each user group and each individual component.
Goal Setting
The Self-Assessment Summary report can then be compared and/or contrasted to the results from the three OPPI surveys. Feedback will be provided based on the data generated through the Discovery Process that will offer direction to set goals for future growth and development.
SHARING PHASE  
The Sharing of Best Practices Phase provides a vehicle to gather information about different online programs within the constructs of the eight components outlined in the instrument.
Examples of "best practices" for each component
Portfolio Contributions
Examples of best practices submitted by your organization will be considered for placement in the portfolio. Participating schools will be cited for their contributions.
